You could take a train from NRT to Haneda (HND) airport. This is a cheaper and faster option and therefore, recommended.
There are several flights through the day from HND to Asahikawa (AKJ) airport. Higashikawa is 15 to 20 min drive from Asahikawa airport.
In fact, the airport is closer to Higashikawa town rather than Asahikawa town.
Taxi is available and also, a pick up can be arranged, should you choose to do so.
Japan system of left side driving, similar to Singapore and India. It is recommended you get your International Driving Permit from your local Regional Transport Office and carry it along with your Indian Driver's License. You would then be able to hire rental car to get around. This is the best way to enjoy all that Higashikawa has to offer.
While visiting Tokyo, Osaka and other towns, it is recommended that you take Japan metro card. It can be used across all cities for public transportation.
